Permit #35-09 Submitted by Chennette Associates, PC for Carvelli Holding, LP for a 13 Lot Subdivision on East Main Street in North Troy Discussion-Motion to approve as long as all State Permits are approved and in place Irene/Robert

Permit #38-09 Submitted by VT Highland Cattle Co., for a Sugar House and Retail Store for Maple Sugar and Beef products will be approved as soon as Zoning Administrator James Ferguson receives a check for the violation fee for beginning the project without a permit. Motion to approve Permit #38-09 with the conditions of receiving payment Irene/Seconded

a) Upcoming permit for the Recycling containers where they are proposed to go

b) Discussed next meeting with Laurie ..Zilbauer for the revision of the Zoning Bylaws

Planning Minutes of August 24, 2009 read and approved with an amendment to the number of lots for Permit #35-09 from 12 lots to 13 lots to be subdivided- Bruce/Seconded

Permit#35-09 submitted by Chennette Associates, PC for Carvelli Holding, LP was brought back to the Board after it had been tabled due to lack of information regarding the school and Prime Agricultural land. Bernie Chennette presented the required information that was asked by the Board. Discussion-Motion to move to Zoning Board of Adjustment Irene/Seconded

Permit#38-09 submitted by VT Highland Cattle Co. for a 24' x 40' Maple Sugar House with attached 16'x20' retail space for maple sugar products and the sale of beef. Discussion-Motion to move to Zoning Board of Adjustment Bruce/Seconded

Minutes of the August 10, 2009 meeting read and approved with the following amendment: Lisa Emersons’ Permit is #29-09 not 26-09 Bobby/Seconded

 

Permit# 35-09 By Chennette Associates for Carvelli Holding-a 13.8Ac Parcel to be Subdivided in 12 lots

Discussion on what the intent of the developer is and how this development will affect the community and the school

Motion was made to table the permit until a walk around of the premises could be done by the Zoning Board and the Developers return with more accurate information regarding the school impact and the Prime Ag Land-Bobby/Seconded

Minutes of the June 29, 2009 meeting read-Motion to approve Bruce/Seconded

Permit #29-06 submitted by Lisa Emerson for the installation of a modular house at 226 Pine Street in the Village of North Troy for a daycare business. This will require a variance from a residential zone to a commercial zone. Discussion-

-Motion to approve as a childcare program and move to zoning Bruce/Seconded

Permit #29-06 will be tabled until a quorum is available for the Zoning Board.

Minutes of the June 1, 2009 meeting read-Motion to accept Irene/Approved

Permit #22-09 Subdivision application submitted by Irene McDermut was further discussed-Henry & Karen Johnsen abut the property that Irene owns and are concerned about the sewer allocations and if it would reach there well. This is not applicable at this time for a subdivision. Motion to approve subdivision as is-Bruce/Approved

Permit # 23-09 Storage unit application submitted by Tony Tanguay was further discussed-Tony agreed to add more trees to the landscape for a barrier to the adjoining properties. Let it be known in the minutes that eight people are opposed to this project. Motion to approve the permit under the conditions that a total of thirty cedar trees are planted around the property lines-Ed/Approved

Minutes of the June 1, 2009 meeting read-Motion to accept Bruce/Approved

Permit# 22-09 Submitted by Irene McDermut to Subdivide a 10.18 Acre parcel into 5 lots for a planned multi unit development was reviewed. There will be 4 lots each one 1 +/- Acre and one 5 +/- acres. Motion to move to Zoning-Bruce/Approved

Permit # 23-09 Submitted by Tony Tanguay to construct two 25"x120" Storage units on VT RTE 101. Discussion-Tony has already been approved by the state for the access point off RTE 101 and is going to install an 18" culvert, there will be recessed lighting and motion lights that will not run continuously throughout the night, and a sign will be constructed 20ft from the front setback line. A lot of concern was raised from abutting land owners and surrounding neighbors for having a storage unit in a rural setting. People will be accessing the units at night, dust, hazardous material being stored, possible extra curricular activity and heavier traffic. Tony stated that his rental agreement is designed to prevent most of these concerns. Motion to move to Zoning-Irene/Approved

Permit #17-09 for a revision to a subdivision submitted by Clemence Leblond to change a lot line between lots 2, 3, and 3A. Motion to approve Bruce/Seconded

Permit #18-09 to construct a 10ft by 28ft shed/lean-to submitted by Richard Wells, Jr.. Permit granted with a 19ft side and rear setback variance-Motion to approve Henry/Seconded

Permit # 09-08 that had been tabled was brought back before the board to be closed out so a new permit can be resubmitted-Motion to close permit Ed/Seconded

Discussion-

a) Tony Tanguay would like to build two self storage units on route 101 in Troy with a sign

b) Comcast building on River Road-generator

Permit #07-09 submitted by Susan Wellhoff and Robert Engel to construct a 12ft x 8ft deck addition to an existing porch. Permit granted with a 5ft side setback variance-Motion Bruce/Approved

Permit #08-09 submitted by Anthony Brault to construct a 32ft x 42ft addition and a 42ft x 60ft barn for livestock on to Brault’s Meat Market, a commercial business in the village district. Permit granted-Motion Bruce/Approved

Other Business-

a) A waiver for Chaput Family Farm was signed by Planning Commission Chair Art Limoges

 

b) Regular meeting days and times were changed to be Monday evenings at six o’clock to begin after the April 20, 2009 meeting as it has already been warned at 7:00 PM
